Information from Rob Kerr: It would have been the Public Relations and Development office for that region. This envelope would have been the standard door to door Red Shield Campaign envelope. I don’t recall them being provided with postage affixed. Likely someone took the envelope and affixed the postage and had it cancelled at the postage museum in Ottawa.

The Canadian postage stamp was issued on Friday, June 25, 1982. The public presentation took place in Winnipeg, Manitoba, prior to the commencement of the commissioning and ordination service for the “God’s Messengers” session of cadets.
